Call Arkansas 811 first
Arkansas 811 says anyone who will be disturbing the ground must contact it, whatever the depth, and grinding a stump below grade disturbs the ground. Requests are free, by dialing 811 or 1-800-482-8998 or online. Member utilities are asked to mark their lines within two full working days; you then have ten working days from the call-in date to start, and the ticket is good for 20 working days. Utilities mark only their own lines; lines behind the meter are generally the property owner's responsibility.
Arkansas 811 doesn't mark anything itself. The marks come from each utility or its contract locator, so a lot can end up with several colors of paint and flags.
The chips
Grindings are part wood and part soil. The city's leaf and mulch collection won't take material contaminated with rocks or dirt, so plan to use the chips as fill or mulch, or ask for haul-off in the quote.
